The health overlay for needle-based treatments
Dry needling, acupuncture and any treatment that breaks the skin bring the premises within the skin penetration framework. That means notification and registration with council, and compliance with the public health requirements for hygiene, sterilisation and sharps disposal.

Confidentiality and the practical fitout
Consulting rooms carry practical requirements that are worth designing for even where they are not regulatory: acoustic separation so consultations are not audible from adjoining rooms or the street, a waiting arrangement that does not put clients in your living room, and a clear separation between the practice area and domestic space.
Councils look favourably on applications where these have obviously been thought about, because they signal an operation that will not generate complaints.

Frequently asked questions
Is a home consulting room treated as a home business?
Not always - many councils treat "health consulting rooms" as their own land use category with its own permissibility and parking requirements, separate from home business. Which applies at your address materially changes the assessment, and it is the first thing we check.
What is the main reason these applications get refused?
Parking, by a wide margin. Councils apply a parking rate to health consulting rooms, and a standard residential driveway often cannot meet it. There are usually ways to address this - appointment scheduling that prevents overlap, demonstrating on-street capacity, or limiting practitioner numbers - but they need to be built into the application, not argued after a refusal.
Does dry needling or acupuncture change anything?
Yes. Those procedures fall within skin penetration, which means the premises must be notified and registered with council and must meet the public health requirements - in addition to the planning approval. Many physiotherapists offering dry needling are unaware of this. We handle both in the same scope.
Can I have another practitioner working with me?
It depends on the council and the category. Additional practitioners increase client movements and therefore the parking assessment, and some councils cap practitioner numbers for a residential address. Tell us your intended structure up front - designing for two practitioners from the start is much easier than amending later.
Do accessibility requirements apply?
Premises used by patients can attract accessibility considerations under the Building Code, particularly where any building work is involved. It is scoped case by case, and it is better identified before lodgement than raised by council as a condition.
