Council Approvals

Council Approval for Educational Establishments

Development Application (DA)

Schools and other formal education premises typically require a development application addressing traffic and student drop-off and pick-up management, noise, and hours of operation. These are the assessment issues that come up on almost every education project, regardless of the type of institution. Some larger public education infrastructure projects can instead be assessed as State Significant Development through a different pathway to a standard council DA, though this applies to a smaller subset of projects rather than the typical school or training facility. EHUP scopes the assessment to your site, student numbers and operating hours from the outset.

The assessment issues that recur across every type

Whether the project is a school, a training facility or another form of educational establishment, the same handful of issues tend to drive the assessment: how students and staff arrive and leave, the noise generated during operating hours, and how the proposed hours interact with the surrounding area. Getting ahead of these early shapes the rest of the application.

A separate pathway for some larger projects

A smaller number of larger, generally public, education infrastructure projects can be assessed as State Significant Development rather than through a standard council DA. This is a distinct process with its own criteria and applies to a specific subset of projects - most schools and training facilities are assessed through the usual council pathway, and we confirm which applies before scoping the application.

How it works

  1. Use and pathway check

    3-5 days

Confirm zone permissibility and whether standard DA or State Significant Development applies.

  2. Traffic and impact assessment

    2-3 weeks

Drop-off, pick-up and traffic generation assessment tailored to student numbers.

  3. Documentation

    3-4 weeks

DA plans and supporting reports addressing noise, hours and access.

  4. Lodgement and assessment

    4-8 weeks

DA lodged and tracked through to determination.

What we take off your hands

What EHUP handles

  • Zone and permissibility check for the specific type of educational establishment
  • Traffic assessment addressing student drop-off and pick-up patterns
  • Noise and hours of operation assessment
  • Advice on whether a project may fall under State Significant Development
  • Development application documentation and lodgement
  • Coordinating with council on staged occupation or enrolment caps where relevant

What you don't have to deal with

  • Underestimating traffic and drop-off impact on the surrounding street network
  • Assuming a small facility is automatically exempt from a full DA

Frequently asked questions

Does every educational establishment need a DA?

Most do, given the nature of the use and its typical impact on traffic, noise and surrounding amenity. The scale of the assessment varies significantly between a small training facility and a full school campus.

What is State Significant Development and does it apply to my project?

It is a separate assessment pathway used for a smaller subset of larger, typically public, education infrastructure projects, rather than the standard council DA process. Most education premises are assessed through the usual council pathway - we confirm which applies to your project early.

Why does drop-off and pick-up matter so much in the assessment?

Concentrated arrival and departure times generate traffic patterns that differ from most other land uses, and councils assess how this interacts with the surrounding street network and any existing schools or facilities nearby.

Can operating hours be restricted as a condition of consent?

Yes, where amenity impacts on neighbouring properties are a concern. Hours of operation, and sometimes enrolment or capacity caps, are commonly addressed as conditions of consent rather than left unaddressed.

Development Application (DA)

A Development Application is the merit-assessed approval pathway.

Commercial & Industrial Approval

Commercial and light industrial projects span a wide range - from a cafe fitout that can be certified in two to three weeks, to a warehouse development where the capital at risk makes feasibility the first priority, not documentation.

Childcare Centre/OOSH

A centre-based childcare service or out-of-school-hours (OOSH) care facility is a defined land use under most council planning schemes and almost always needs a development application, assessed against specific controls for car parking, drop-off and pick-up arrangements, and outdoor play space per child.
