Council Approval for Home Beauty & Nail Salons
A nail, beauty, lash or waxing service run from home almost always needs council approval, and most of them can get it. The planning side is about client visits, parking, hours and noise. The health side is about sterilisation, single-use items and waste - and if any of your services break the skin, the premises also has to be registered for skin penetration. The planning side
Council is assessing whether a beauty service is an acceptable use of a residential address. In practice that comes down to a handful of things.
How many clients per day, and when. Where they park - this is the most common source of neighbour complaints and therefore the most common trigger for enforcement. Hours of operation. Whether any structural change or separate entrance is involved. How much of the dwelling is given over to the business. Signage. Waste.
The approval is easier to obtain when the operating description is realistic and specific. "One to three clients per day between 9am and 5pm, off-street parking in the driveway, no signage" is approvable. A vague description leaves council to assume a worst case.
The health side, which is the part people miss
The health requirements cover sterilisation and disinfection of reusable instruments, use of single-use items where required, safe disposal of sharps and contaminated waste, hand-washing facilities in the treatment area, cleanable surfaces, and separation of the treatment area from domestic activity.
For a home salon these are usually achievable with modest changes. The problem is discovering them after an inspection rather than designing for them up front.

Most matters that arrive as a letter or a complaint are resolved as an application rather than as enforcement, but only where the operator engages. Frequently asked questions
I only do nails for a few clients a week. Do I really need approval?
Once clients come to the premises, you are generally past the home occupation tier and into home business, which normally needs approval - even at low volumes. Some councils set a threshold on client numbers. It is worth a five-minute check rather than an assumption, because the consequence of being wrong is a notice rather than a warning.
Does waxing or lash extensions count as skin penetration?
Standard waxing and lash extensions generally do not, but the line is about whether the procedure penetrates or is intended to penetrate the skin. Cosmetic tattooing, microblading, microneedling, dermal piercing and some advanced treatments do, and those premises must be registered. We check your specific service list rather than the category label, because this is where people get caught.
A neighbour has complained about parking. What happens now?
Council will usually investigate the use rather than the parking itself. That is exactly the situation where having an approval, or having an application already lodged, changes the outcome. Call us before responding to council in writing.
Can I have a sign out the front?
Usually a small business identification sign is permitted within limits on size and placement, and illuminated signage generally is not. It is included in the planning application so it is approved rather than becoming a second problem later.
What if I rent rather than own?
You can still apply, but the owner's consent is required for the application. We will tell you exactly what form that takes so you can raise it with your landlord once, properly.
