Development Application (DA)

A standalone remedial massage clinic in a shop, medical centre or commercial premises needs development consent - usually as a change of use to a health consulting or personal services premises, or a fitout DA if you are also modifying the space. Because massage premises are sometimes confused with sex services premises in council assessments, expect scrutiny of practitioner qualifications, treatment room design and signage, and be ready to demonstrate the business is genuinely therapeutic. Getting the classification right from the start

Council land use tables generally treat a remedial massage clinic as a "health consulting rooms" or "personal services" use, distinct from a "sex services premises" - but the terms are defined, not descriptive, so the classification your application uses matters more than what you call the business yourself. Getting this right at lodgement avoids a request for further information asking you to clarify what a generic "massage" description could mean.

Why does council scrutinise massage premises specifically?

Because a small number of premises have historically used "massage" as a front for a sex services premises, most councils apply closer attention to genuine remedial and therapeutic massage applications - checking practitioner qualifications, treatment room sightlines and signage - to distinguish the two use categories clearly at assessment stage.

What evidence helps demonstrate a genuine therapeutic practice?

Recognised massage therapy or allied health qualifications, professional association membership, a treatment room layout with reasonable visibility rather than fully enclosed private rooms, and signage that reflects the therapeutic service offered. None of this is about the treatment itself - it is about giving the assessing officer a clear, unambiguous picture.

Do I need a health-specific approval as well as planning approval?

Remedial massage is not a food business, so food safety registration does not apply. Some councils separately require the practitioner to hold recognised qualifications as a condition of consent, which we confirm for your specific council before lodging.

Health Consulting Rooms

A health consulting room at a residential address - physiotherapy, psychology, counselling, massage, podiatry, dietetics, speech pathology or similar - is a defined land use and generally needs council approval.

Business/Office Premises

Offices and business premises in commercial and business zones can often fit out with minor internal works under exempt or complying development, provided the use itself does not change.

Change of Use

A change of use application is needed when the building stays the same but what happens inside it changes - retail to cafe, warehouse to gym, office to medical suite.
