What does council want to see for wastewater?

Washing and drying areas typically need proper drainage connected to the sewer system, sometimes with a grease or hair trap arrangement depending on council and water authority requirements, to prevent animal hair and waste entering stormwater. This is usually a straightforward fitout requirement rather than a major constraint, but it needs to be designed in from the start.

Is pet grooming noisier than a typical retail shop?

Generally only modestly so - dryers and occasional barking from animals waiting or being groomed are the main noise sources, and these are usually well contained within a standard shopfront tenancy with basic acoustic treatment if needed.
